The directive is the same across the EU. Who enforces it, what they can fine you, and how a complaint reaches you are not. Here is how it works in the Netherlands.

The Dutch implementing act transposes Directive (EU) 2019/882. It passed the Tweede Kamer on 14 March 2024 and the Eerste Kamer on 2 April 2024, with obligations applying from 28 June 2025.

Official site →Which regulator writes to you depends on what you sell. A retailer with an app hears from the ACM; a bank hears from the AFM; a publisher selling e-books hears from the CvdM.
Each supervisory authority applies its own enforcement powers under the implementing act. Because six bodies share the work, the practical answer depends on which one has competence over your service.
No other market in this list divides enforcement this finely. It matters for a practical reason: if your business spans sectors — say you sell physical products online and also publish e-books — you are answerable to more than one authority, each with its own procedure and its own view of what adequate looks like. A single accessibility statement written for one of them will not necessarily satisfy the others.
Scope, the microenterprise exemption and the transitional date for existing contracts come from the directive itself and are the same in the Netherlands as everywhere else — they are set out once here.
