The directive is the same across the EU. Who enforces it, what they can fine you, and how a complaint reaches you are not. Here is how it works in Ireland.

Official site →Complaints go to the regulator for the sector concerned. The Regulations require every economic operator to co-operate with the market surveillance authority — non-co-operation is itself a failure, separate from the underlying barrier.
Penalties are set by the Regulations and applied by the relevant regulator. Check the current position with the CCPC or ComReg for your sector before relying on a figure.
The Irish Regulations let a service provider keep using products that were lawfully in use before 28 June 2025 to provide similar services, until 28 June 2030. That is frequently read as a five-year grace period for the service itself. It is not. It covers continuing to use existing products; it does not suspend the accessibility obligations attaching to the service you provide with them. If you are relying on 2030 in a board paper, check which of the two you actually meant.
Scope, the microenterprise exemption and the transitional date for existing contracts come from the directive itself and are the same in Ireland as everywhere else — they are set out once here.
