In scope: E-commerce, consumer banking, e-books and dedicated software, electronic communications, access to audiovisual media services, air, bus, rail and waterborne passenger transport, and the 112 emergency number.
Exempt: Microenterprises — fewer than 10 persons employed and an annual turnover or balance sheet total not exceeding €2 million — are exempt in respect of services. The exemption does not extend to products.
Existing contracts: Service contracts concluded before 28 June 2025 may continue unchanged until 28 June 2030.
